Samsung late Tuesday was cleared by South Korea's Ministry of Knowledge and Economy to build its flash memory plant in China. The factory, likely to be worth $4 billion, was considered safe enough by regulators to avoid leaking industry secrets. The company hadn't yet settled on a location, but hoped to start full-scale production in late 2013.
