Belarus bars use of 'foreign' websites, while Kuala Lumpur mandates WiFi in eateries

Talk about polar opposites. In an update posted to the Library of Congress, we're told that the Republic of Belarus will begin fining citizens that visit "foreign" websites. Crazy?
