AT&T has told customers that newly unlocked US iPhone 4s didn't mean it would be unlocking existing iPhones. Although it has had the option of unlocking other phones, the Apple devices couldn't be unlocked "at this time." It wasn't explained whether this was a technical, policy, or training issue, although foreign carriers don't have such obstacles.
