The European Commission, the executive arm of the European Union, announced Tuesday that while it would look into potentially discriminatory practices of Internet providers towards certain applications such as free VoIP,it would not take any corrective actions at this time. The Commission hopes to finish its investigation by year's end. At that time, the Commission could mandate changes and impose penalties. The Commission's lack of definitive action is seen as a mild victory for the Internet providers in the fight over net neutrality.
