MacNN has reviewed Photo Delight for iPad, an app that restores colors to photos it converts to black and white, creating a "splash of color" effect. Restoring colors in a working image is done with finger gestures. The app supports unlimited undos and redos, and an eraser tool can be used to make fine repairs. Brush sizes, hardness/softness and opacity can adjusted as necessary.
