Dropping quality settings would improve ping times, to my amazement, and setting to Low quality basically eliminated the problem, though this would not be a workable solution. As other people had changed settings for the network adapter itself, I began as well, changing a setting, which reset the adapter, and then testing back in the game client to see if there was a change.
