The FCC on Tuesday put out a proposal for rules that would discourage "cramming," or stuffing phone bills with unpublicized charges. The measures would require that third-party charges be kept separate on a bill and make it clear that subscribers could complain to the FCC about any charges. Officials are also asking for input on possible steps that could give subscribers the option of blocking third-party charges, warn customers if they don't have that option, and require that any blocking come for free.
