Our digging revealed that the Inspire 4G and other devices in AT&T's current stable are more than capable at the hardware level of using HSUPA for high-speed upstream connections, but for whatever reason, the carrier seems to currently require that most handsets handshake with the network using an old protocol stack that doesn't include HSUPA.
