AT&T may be doing some extremely limited activation of personal hotspot support for the iPhone, according to AppleInsider. Even though the feature is officially limited to Verizon iPhones running iOS 4.2.6, a developer running iOS 4.3 beta 3 says he was able to get it running after he/she "mentioned Verizon a few times" in talks with AT&T. Personal hotspots allow multiple devices to share a phone's 3G connection via Wi-Fi.
