Apple chief Steve Jobs during his time at the D8 conference claimed that AT&T was making a more substantial upgrade to its 3G network in the near term. He answered during the Q&A portion that things "should get better by the end of the summer" and implied that much more was in development than has been hinted so far. The CEO didn't have a precise technical explanation but likened it almost to surgery, where the situation may appear to decay before it's improved.
