FCC requires carriers to allow roaming on unused spectrum

At its monthly meeting, the FCC panel voted on a measure that would require wireless providers to let other carriers access their networks when roaming in areas where the provider owns spectrum but doesn't offer coverage. This reverses a 2007 order, and the FCC also began discussing if automatic roaming rules should apply to mobile data services. The FCC-mandated roaming rates should also be more reasonable than they have been to date.
