AT&T now selling iPhones to New Yorkers again

So we're not sure what is going on here, but you can now buy iPhones in New York City on att.com again.  You can even buy a (refurbished) 16GB  iPhone 3GS for $49! Now can anyone tell us what exactly was going on there?
