I did not point a finger at President Trump. There is plenty of blame to go around. Somebody should have blown a whistle when the pandemic action plans developed over the last twenty years were discarded and the offices meant to implement them were dismantled. The people who were managing the Strategic National Stockpile in the past two administrations should have realized that it was depleted and restocked it. Instead, there were no substantial deliveries before April 2020. The development of tests, treatments, and vaccines was not pursued with any urgency before mid-March.
