Trying to "help" is not always good. It can end up hurting.
Just look at generations of poor locked to the misnamed "welfare." Or the "War on Drugs" which has actually exacerbated drug trade. Or the causal effect of U.S. food aid on conflict within poor countries where, on average, <a href="http://scholar.harvard.edu/files/nunn/files/faidconf_20130806_final_0.pdf" rel="nofollow ugc">an increase in US food aid increases the incidence and duration of civil conflicts</a>.
